Advanced countries including Japan are increasingly apply mathematics to advanced technologies and international economic competition . Furthermore, we have fewer occasions to do mental arithmetic, thanks to the rapid functional progress of information technlolgy. The Mathematics Certification Institute of Japan has been conducting Practical Mathematics Proficiency Test since 1992 to improve the public's mathematical knowledge and foster their appreciation of mathematics-a field requiring the most abstract ability of all human intellectual activities-through the process of studying. The number of examinees reached 90,000 in 1998, ranging from children to college students and workers. This shows that the development of a society of lifelong study is accompanied by a growing number of people studying mathematics for various purposes and regarding it as an object of lifelong study. As a response to the general public's heightening demand to study mathematics, the Association will carry out nationwide projects to provide opportunities to study mathematicsand national tests to appropriately evaluate the projects' effects.
